One of my neighbor was being tormented by uppcl (UTTAR PRADESH POWER CORPORATION LIMITED). can he go for under this consumer protection act. All the due of his electricity bill is clear but department is not giving any recognition to his payment receipt that guy is under labourer class. Plz suggest me something how can I help him.
