I theorize that the helicopter was the last of the SPEC-OPs from fort pasture. The reason why the didn't stop is either because they had too many people in the helicopter or it wasn't safe enough.

Even though this movie has it's annoyances, this Snyder zombie flick was much better than Army of the Dead.

After all the news reports, this lone helicopter flying away, presumably escaping a doomed army base, was the capstone on how futile the idea of rescue was. I hadn't seen a zombie movie this hopelessly bleak since Day of the Dead.

Just my take, the helicopter was likely military survivors from Fort pasture and possibly high ranking personnel, probably ordered straight to a secure facility.

I have that movie on a DVD, and it’s one of my favorite horror flicks.

The reason why the helicopter didn't come back was to add a sense of hopelessness so out of desperation they will take it on the road. If they didn't show that scene it would make you wonder why they didn't wait for help.
They had to defuse the possibility of being rescued.
All they had at that point was the power struggle between the mall security team.
I do like the bizarre choice in music for the dark demented comedy at the mall and also the Johnny Cash music.

If they were rescued by the helicopter there wouldn't be much of a movie.

This movie remake was far better than the original.
