Ruby actuality used his Poochyena, Ralts and Skitty to beat up the Salamance.
Now early route pokemon defeating a pseudo-Legendary sounds practically impossible in game, even Ralts is now part fairy, Ruby was so talented he could have surpassed his dad by the start of the arc.
The dragon was heavily injured by them that it caused a rampage during the time Norman was taking his gym exam.

Because Ruby was like 4 years-old, he was worried authorities would take his pokemon away as they may deemed it unsafe, Norman took the blame and caused him to not be a gym leader until they moved to Hoenn.
