The water in Tampa Bay did inded recede, blown out into the Gulf by the power of the wind. It was spotted last year, but became particularly noticable in Helene: the wind circulates in an anti-clockwise direction, so the left side is away from the shore, right side onshore. (opposite direction in the southern hemisphere.
