So here's some food for thought: Twilight Princess actually has a lot of subtle references to A Link to the Past, some are pretty overt like Ganondorf quoting to Zant the dialog the Triforce gives to Ganondorf in the instruction manual: "if there's anything you desire, I will desire it too." Others requires attention to detail, like the statues of the Goddesses in the throne room with the enlongated strips extending from the mouths of the statues, referencing the illustration of the Goddesses in A Link to the Past's manual, with the picture depicting them blowing wind (long strips of air) to foster the act of creation.

I suspect this wanted poster is also a call-back to A Link to the Past. According to one of the keepers of Sahasrahla's house in Kakariko Village, his house was said to have been the hideout for a gang of thieves who's leader was named Blind. There's also an npc in Kakariko Villageーthe precursor character to the "Shady Guy" from A Link Between Worldsーwearing what seems like a spaghetti western-hat in the early moments of the game. He can only be caught when Link has the Pegasus Boots equipped and then comments that Link's speed would have made it convenient for him to kidnap Zelda at the height of when Link was being framed for abduction; seeing how this npc was the precursor to the Shady Guy, the npc that stole Queen Oren's smooth gem from A Link Between Worlds, its safe to say this npc was also a thief.

With that train of thought, this wanted poster could potentially be a reference to both Blind, the running man, or just the thieves in general from A Link to the Past.
