It never bypasses panel to battery, the buckboost ics normally have a max duty cycle of 90%, and by design there is always a schottky diode in the output.

Number 1 : The battery voltage will never return to the panel.

Number 2 : You should use a Buck-Boost convertor, not Buck Converter and BMS with lithium battery pack, and if panel voltage is low, nothing will happen, your battery will be recharged in boost mode till voltage becomes low at panel at night. Then nothing happens.
