As a Polynesian girl, can I just say that I appreciate the efforts made for the "We Know the Way" parody. They could have thrown in any other joke in there as an alternative - and frankly, it would have been the easier thing to do because the Tokelau language classifies as "severely endangered" - but they went through with actually finding a translator for a seconds long joke.

The "nobody goes beyond the reef" thing is a reference to the historical pause in real world history during which polynesians stopped expanding and then suddenly started to again. They rapidly colonized what is now called Western Polynesia up until 3, 500 years ago, then just stopped. Then, 1, 000-500 years ago they suddenly burst out and finished colonizing what is now called Central and Eastern Polynesia.
Why they did this is unknown to us. Moana's plot is based on the pause being due to the events of the film.
