✔ Drop in a glitch image, for instance through IbisPaint itself, you can add a background image and scroll to Background Tones and pick Snow Noise
✔ Pick the Special Brush
✔ Set it to Expand
✔ Make the brush bigger
✔ Tap and hold your brush on the screen

Another way to do the random color picker! (IBIS PAINT)
First, color in the canvas, doesn’t matter which color, then go to filters, look for artistic, find ‘Noise’ and make sure it’s on color, then check if the blending mode is on normal, then go to special and do Expand and you’re done!
[SKIN COLOR PICKER]
Do the same thing as what you did, but make sure the color for filling in the canvas is a skin color! Then click gray scale, and set the blending mode to Overlay, then click the special button, expand, and done!! 😁

I remember when I used to use ibisPaint instead of Procreate

What I recommend doing when you expand is moving in small circles cause then you get one colour rather than 4 different colours

click filters
go to glitch filters
click noise and adjust it how you want
done :)

Fun fact for procreate (yes, this is probably off topic) if you drag the color, it becomes a paint bucket, and if you hold your strokes, it actually makes it smoother
