Something few people fail to consider is that a manufacturer always gives their tool more torque for loosening than for tightening. You always want to be able to remove what you've torqued with the same tool.

The proper test is to torque to maximum with each tool, then break each loose with a torque wrench to determine the foot pounds necessary to loosen it.

Torque it to 600 ft lbs. with a torque wrench and try it again.
