Are All Orcs Evil?

Orcs are presented as the scourge of Middle Earth. Dark beings corrupted and twisted by Morgoth and Sauron. In the latest episode of the Rings of Power, it is suggested that the Orcs are only looking for a home, implying that Gladriel and the elves are simply intolerant. So is this based on Tolkeins lore? Tolkein described them as viscous and hateful beings. However, it was not that they were inherently evil. Remember, the first Orcs were Elves that had been twisted through dark magic and torture. Thus, it could be argued that the Orcs were not inherently evil, it was just that their wills had been entirely dominated by their dark masters. Thus there is probably an incredibly small chance that an Orc could gravitate toward being good, but circumstance made it practiaclly impossible.
