Navy Rear Admiral speaks out about UAP sightings in new paper

A new paper referencing video captured by Customs and Border Patrol of UAP, or Unexplained Aerial Phenomena, over the ocean near Puerto Rico in 2013 claims that the U.S. government is not sharing all it knows about "all-domain anomalous phenomena." NBC's Gadi Schwartz talks with the paper's author, oceanographer Rear Admiral Tim Gallaudet, about why he's speaking out.

As a former USN sonar technician I can report several of us saw and heard underwater contacts moving in ways that are simply not possible with our current understanding of physics. We called it “popping doppler” which were strange clicks moving at approximately 900 knots submerged, at 6 miles away. Our passive array picked it up. 3 days later we got a look at it with our active 26 system. None of us ever said a word to our command. Back then, we wouldn’t dare.

The first documented sighting of the Tic Tac was in 1933 by a British military cartographer flying off of an island.
He reported that he first noticed it in front of him about a mile shortly after lifting off the island.
It instantly closed that distance and came up beside him and star accompanying him for a short time.
It then descended below him to just above the water level and then turned what he said was transparent.
He said you could see through it like it was glass.
And then it just slipped into the ocean without any sign of impact and was gone.
His film interview in 1971 is in the National Film Archives, it's very compelling.
And it's been there the whole time.
This man has impeccable credentials as an airman.
So, it's not a DARPA tech project, or at least then it wasn't.
Or belonging to anyone we've known about.
