In order to obtain the actual conditional distribution, you would have to divide the whole column by the marginal probability (at the bottom of the column), so that it is normalized (sums to 1) and also, so that rules of probability hold: P(A | B) = P(A, B)/P(B).

It is rather misleading the way it is presented here.

Just a technical note regarding the conditional distribution, it has to sum to 100%. So we need to multiply each of the values in the "> 60" column by 1/0.35.
