This is not a COP. He is a Canadian reality TV construction blow hard. He makes a living by criticizing previous work that has been done so he can half demolish and rebuild his customers homes.
That being said the point about an extension cord into an extension cord in the water or snow is valid. His point about using the fridge plugin is typical of his pointless criticism. As long as you can have your final connection point in the house or area that is protected from the elements, or at the very least ground fault protected.

He's actually right. What these people are doing is unsafe for themselves and the community. Multiple extensions cords is a no-no. Multiple cords in water, crossing side walks is a no-no. Electrical fires are a real thing and electrical fires involving EV's are extremely bad. Takes about 90, 000 gallons of water and five hours of toxic fumes to put and EV fire out.
So yeah, if you can't do it right, don't have an EV. Don't care how much your ego loves the EV.
