For Stats to maximize this - Put 1 (2 tops if you want the Stim perk) in Intelligence, and 4 in Luck...the rest of the stats distribute as you'd like. Before you start grab the SPECIAL book and use the free point in Luck to unlock Idiot Savant, at level 2 use your first point in Idiot Savant and start building shelves/mats (wood, and steel shelves use 2 so you can spam 1000s of them in Sanctuary) then at level 11 MAKE SURE you put another point into Idiot Savant for x5 Experience...scrap all materials and keep going until you are literally out, then go to red rocket gas station and get more.

If you do this correctly you will be level 20+ within a few hours of the game starting. WORD OF CAUTION...this makes the Deathclaw at the beginning of the game VERY strong. So I would probably advise at like level 5 go do the Preston/Deathclaw quest and then come back and keep going. Otherwise be prepared to fight a level 20 Deathclaw in the quest.

I recommend to throw the roadblock-thingies from around Vault 111 off the hill and carry them the couple meters to the building area of Sanctuary so you can scrap them for 2 steel and 2 wood each. You can carry them by looking at them directly from close range and hold the taking key a bit longer and you will be able to carry those things. Also there are pressurised red steel cylinder thingies (steel) and the rusty barrels (steel) you can all throw down the hill and scrap in Sanctuary.

If you spam the shelves on a wall that was built you can delete the wall and instantly delete all shelves.

This trick is better for experienced players. Reason being that enemies level with you. Your gear isn’t upgraded. Once you’ve upgraded it, you’re fine, but if you don’t know where to go, or who to see, you’ll be struggling for awhile against powerful enemies.

You can also use the last selection in the Fence - wire fence crafting menu using steel only.

The steel fences without the post on the end it’s easy to spam in one place. With all the steel you get from sanctuary you can get like 3-5 levels

If you pump the xp into locksmith you can pick master then go back to vault 111 and go to the overseer’s Computer and to the right of the computer is a A cage closet kind of thing and if you go inside it there is a gun in a case and if you pick it he will have a good gun

If you make poisoned caltrops you can effectively make an infinite money, and XP loop by buying steel shipments then using the poisoned caltrops to pay for more steel shipments you can effectively do this endlessly and if you do it right even make a profit. Merna in Diamond city is especially good because she can have 650 steel in the form of shipments which makes for smaller round trips. Additionally, general merchants you make in your settlements will always have steel shipments of 250 steel among other useful junk items. So, you can easily buy up thousands of steel units then turn them all into poisoned caltrops with value equivalent or greater than the steel shipments you bought. This goes into the late game as well though it takes much longer.
Edit: when I say it takes much long I mean like beyond level 50, and even then your still getting one level a trip assuming you have stores in every settlement till your start reaching level 75 and beyond. Keep in mind your taking home in the range of 5000 to 10000 steel every single time. Grab wood as well for shelf spamming if you so desire.

Duplicate or find a ton of steel, find a wall and make a sign continuously hit craft over and over and you can level up fast. If you get low just deconstruct the signs and repeat. You can also make a ton of the single wooden posts for fences while walking backwards in a straight line however this method is a bit more tedious because you have to move back around and deconstruct the posts versus just standing in one place towards a wall with making steel signs

You can also get an issue of picket fences from the ironworks that allows you to make statues that give about 30 xp (level 6 int.) But they require 10 copper. Ps, combine spamming the statues, well rested perk, and idiot savant lvl. 2 for huge rewards.

If you want caps just go to the north beach settlement and everywhere close to water add water purifiers then if you put all the possible ammount you should be getting like 1000+ purified waters wich you can sell and be rich af
