QUESTION: MAY JOHN RUN FOR MAYOR?

FACTS: John served as the Mayor of Cebu City for three consecutive terms. Over the course of his tenure, he has paved the way for city’s tremendous growth. Foreign investors kept pouring their resources as they expand their business in the city, which led to the city’s fast-paced urban development. This opened to more job opportunities for the Cebuanos, more income for local government, and consequently, better projects that cater the basic needs of the people.

John was so well-loved by the people of Cebu City that even at the end of his third consecutive term, people rallied for him to be the City Mayor once again and run for his fourth consecutive term.

John’s support also came from national elective officials. In fact, a few months before the end of his third consecutive term, a law was passed amending the Local Government Code and extendig the term limit of Local Mayors from three (3) consecutive terms to four (4) consecutive terms.
During the filing of the certificates of candidacy for local elective officials, John officially filed for his candidacy. However, his political detractors challenged his candidacy, saying that it violates the constitutional term limit of a local executive official. John in an interviewm responded that the Local Government Code had recently been amended, making his candidacy legitimate.
