There should be criminal charges against the city attorney, the mayor, the officer and everyone else involved... Assault, Battery, Official Oppression, Kidnapping, Unlawful Imprisonment, Conspiracy to commit those Crimes, Deprivation of Rights under the Color of Law, Conspiracy against Rights, Violation of Oath of Office and counting.
Mind you 18USC242 and 18USC241, both, ask for the ultimate punishment in case of a kidnapping... and for good reason.
