I believe he is doing the "Duck Walk" incorrectly. It has to be "heel to toe" then "heel to toe with the other leg, etc. He is doing it wrong and would fail the test at MEPS.

Duck walk is heel to toe. That's the whole point. He didn't do a duck walk.
