This song is associated with not just winning, but also acceptance. This song is you and your tribe, cheering yourselves on from one victory to the next.
Joker spends this whole movie profoundly alone, and failing at everything he does. In this scene, he has transcended his loneliness, and embraced who he is. The irony is that, now that no longer cares about human connections, and he no longer cares if he succeeds at anything, he is free to go on to become a nihlistic leader of a successful criminal syndicate. The Joker that fights Batman is never alone, and his competence is formidable. Some people complained that the Joker in this movie was inept, but to me, it all made sense. This movie shows the inept, lonely, and frustrated Arthur Fleck. He is not yet the Joker. He becomes the Joker after he embraces nihilism. This is the pivotal scene that shows that transformation.

In my opinion, this was an excellent decision for the score. It's a song you associate with winning. But it's also associated with the greasy and untrustworthy people of this world like Gary Glitter. It only makes sense that our main character who's fallen into madness be celebrating with a song made by such a awful man.
