It all comes down to magnetic levitation technology, also known as maglev.

Maglev trains use powerful magnets to levitate above the track, which eliminates friction and allows them to reach speeds that would be impossible for traditional trains. Chinese trains use the electromagnetic suspension (EMS) method, while Japanese trains use the electrodynamic suspension (EDS) method. EMS trains create attractive and repelling forces that make the train float above the track, while EDS trains use superconductivity and liquid helium cooling to enhance the power of the magnets.

Maglev trains are still in their early stages of development, but they have the potential to revolutionize transportation. The 431 kmph Sanghai Maglev (which travels only a 30 km route!) is built by Siemens which is a German company. The German themselves don't drive their trains at speeds higher than 300 kmph, although they have the technology to do so.
The reasons are simple. Any vehicle travelling faster than the speed of sound (340 kmph) will create sonic booms which can spread upto half a kilometer around the track making the people sick.
300 kmph is the safe upper limiting speed for a train. If you want to go faster than this, you should travel by a plane. Planes fly high up in the sky. The shockwaves don't hurt others.
Hyperloop, on the other hand, goes through vacuum. So there are no chances of shockwave. The power consumption also improves.

I have travelled on the Shanghai maglev and it's incredible. Pity we are still running 160+ kmph trains in India.
