Our recommendations:
If you are looking to save money, we would pay for the Acropolis pass and the Ancient Agora pass separately to go inside and look around properly. We would then walk around the outside of the Roman Agora, Temple of Zeus, and Hadrians Library. This would work out cheaper than the all-inclusive pass and still allow you to see most of what we saw. Also, there are discounted prices in the winter and a lot fewer crowds!
