The fact that Jaraiya was only really developed with Naruto during the mission to get Tsunade and learning the Rasengan, then only had one real fight against pain and still has such a huge fan base really shows how good of a character he was. I know he had his fights with Orochimaru, Itachi, etc. Let's be honest tho, he only has one real fight, and the shit goes hard.

The comprehensive abilities of the Jiraiya are at another level. People focus too much on sheer combat power, when Shinobi's are supposed to be more than mere Mercenaries. The most impressive thing about Jiriaya is his mission record: 600+ A ranked missions and 135+ S ranked missions.
In these hundreds of missions Jiraiya must have clashed against foes with different strengths, abilities and advantages. Moreover, the task variation (spying, guarding, leading, setting traps etc.) involved would be immense. Yet he was successful; he was better than anyone.
Let me mention that fact that even Sasuke and Naruto pale in comparision. They maybe great on the battlefield, but won't excel to the same extent in classic shinobi missions. (Sasuke for instance almost died to an overgrown lizard in the Retsuden LN).

Jiraiya was unparalleled in his analysis and ability to fight high level ninja with no prior knowledge of abilities. That’s probably the most impressive feat. Everyone else typically had a small group dealing with 1 enemy ninja with unknown abilities. This dude Jiraiya in just his rain infiltration actually fought 7 mfs counting Konan with no prior knowledge and came out on top twice in 3 rounds. That’s crazy.
