Loki cutting Sif’s hair is actually based on Norse mythology. In the actual mythology, Loki cuts off all of Sif’s hair instead of a few strands. When Thor finds out, he beats up Loki until he agrees to go find the Black Elves. The Black Elves were dwarfs that had the magical ability to create hair.

They didn't have the "magical ability to create hair" and they weren't "Black elves" they were Svartalfs, which were Dwarves. And with Thor breathing down his neck he decided to have two rival dwarves compete in a competition where whoever made the Gods the best gift won, and they had a condition where they had to make new hair for Sif. One team made Frey his hankercheif boat, and the other made Mijolnir as their gifts. They was more to the story where at first the Dwarves didn't want to compete, so Loki made up a bunch of lies to get them to and the winner got his head, but he was ecpecting the dwarves to be so dissappinting, no one won. At the end of the contest, Thor got his hammer and his wife got new hair, the winning Dwarves wanted to cut of Lokis head, but Loki said they got his head, not his neck so they couldn't cut it, and so the dwarves stitched his mouth shut so he would stop telling lies and spreading mischief.

But they also commissioned the dwarves stop whatever they were doing to try and basically make a wig for her until then.
The funny thing is because of this they had to also finish another commission they had with Asgard so they weren’t as meticulous as they would’ve been when they made the handle for Mjolnir.

That’s why his hammer has such a short handle.

For everyone saying that "it was dwarves, not black/dark elves, " both are right. Norse myth had the term "dark elf" refer to dwarves as well so both names were interchangeable.

The dwarves couldn't "make hair". It was golden strands so finely woven and imbued with such magic that it took on the characteristics of hair. As in, moves like hair and can grow. So basically, they couldn't make hair, they could just make a very close imitation of it.
