Yeah, there's an obvious three move solution. Let's label the rows 1-3 and the files A-F.

The solution is C2, E3, F1. White makes any legal move in between.

And for those who would say that's 5 moves, in chess, moves are counted for each color, so , for example, black and white moving two times each is counted as two moves, not four.

So the solution, regardless of which side goes first, is three moves.

I actually thought of a strategy for the puzzle
Step 1: find a path for the black knight
Step 2: make the next square in the path empty
Step 3: move the black knight there

If capture is not allowed, all pieces should be black (even if the puzzle piece would not stand out this way so I understand why they didn't do it) The thing is that if you create a puzzle using chess movement rules capitalizing on the fact that people generally know chess rules, then not sticking to them is not very elegant game design choice.

There's two ways the knight can get to the target in 3 moves, but only one of them works, thus I think there's only 1 solution that is 6 moves. You can do it in many different orders but the shortest solution will look the same regardless. Black Knight to replace 3rd white knight from the left after it moves, 4th white knight moves so the bishop by the 3 rooks can move, and then the black knight just hoppity hops to the black target.
