I actually gave up trying to figure this out on my own. I brought the thee Pokémon to the place a nothing happened. Even went through a tunnel with markings on the wall
Turn out I wasn’t setting off at the right time.

There must be some prerequisites that arnt obvious, because I've beaten lord arcanine, and the quest isn't available on the board yet, and every guide I've seen says it's unlocked at different times lol. There's gotta be something you need to do being the scenes to unlock the quest
