Belarus's top brass has confirmed the creation of two military training centers for joint combat training with Russia. President Lukashenko has reportedly signed a decree approving a draft agreement on the establishment and functioning of training facilities. Lukashenko clearly stated that he's not going to get involved directly in the Ukrainian conflict on his own initiative, but he also stated that he would not allow Poland to enter into western Ukraine.
If Putin wants Belarus to get involved he only needs to formally request it.
As a member of the CSTO, Belarus would be obliged to do so.
Their mutual presence near the border is merely a warning to Poland and a way to force Ukraine to keep enough forces in the area to repel a possible attack from that side of the border.
