He doesn't know what we know. To him he's gotta fight a kid and what he tries to do here makes the most sense. Scare the hell out of the kid so she decides not to fight. He doesn't know that she's stupid powerful.

Seeing this after so long, and remembering how much potential Pan obviously has in Super just as a baby, I really do hope that if they redo/retcon GT, they make Pan a legitimate, powerful Z-Fighter, who can actually contribute meaningfully. Maybe not "Teen Gohan" level, but give the girl some props at least, or let her be able to go SSJ like her uncle.
