Meanwhile we have nimby residents fighting mixed use redevelopments of empty office buildings.

Honestly, Scottsdale will never support new zoning nor will they try to build up. Tempe has embraced it and seem to be getting all kinds of development projects.

Mixed-use, walkable, dense, get people doing most of their errands in 15 minute neighbourhoods. I don’t live here, I’ve only visited, but we have similar issues in the PNW here in cities like Seattle and Vancouver.

Run the lightrail in Tempe to Scottsdale also. Tempe and Scottsdale are the upperscale cities.

Allowing any sort of multifamily construction in 2% of a city (any city anywhere) is a sick joke. It's simply a city admitting that they don't HAVE an affordable housing policy or giving an appearance of a solution that isn't even feasible to implement. If only 2% of an area is available for multifamily construction, nearly every unit of that construction would be higher end. Land would be too prohibitively expensive to add more than a tiny handful of slightly more affordable units. At a bare bare minimum, the city should allow affordable housing to be developed on church and surplus government and school district land. Also Accessory dwelling units can be a major solution if there is reduced red tape and the city has preapproved blue prints available (using max of 800-1000 square feet). For a bit of context, in some states and cities you can just build ADUs by right if the lot is large enough. No special zoning required at all.

Scottsdale is trying to be an elite city, their city policies are specifically designed to prevent affordable housing. it's not fair for Tempe and all the other cities to take responsibility for Scottsdale's poor planning.

Scottsdale is a dump. North of Scottsdale out of water. Keep building mansions in the desert.
