Lawmakers say 'poacher bill' will help retain Detroit police officers

Legislation is signed Tuesday essentially closing a loophole when it comes to police academy training with the Detroit Police Department.

They did that and stopped in the 90s was wondering when they were gonna reinstate this

How was something like this not already in place? I know from experience that many companies have requirements on tuition reimbursement dependent on your time committed to them. Or am I missing something?
