lvl 6 is 100 millions bounty but only keep lifer or death row inmates. Not 550 millions

I really don't think it works like that at all as level 1 is tiny they wouldn't be able to just chuck all the prisoners in there i think level 1 is for all the entertainment for the people at the top of the prison as they just have to run around the sharp forests and sharp grass while being chased it sounds like a colosuem and level 3 is where they put all the fodder as its huge and its full of ash that resembles sand of past pirates who withered away there with no food, so it can just be the place of the prison where they can put you and not have to think about you. But level 6 i don't think has a bounty requirement so much as if you're a threat to the WG themselves that's where they put you to be wiped from history such as doflamingo and jinbei who likely knew too much for them to be just in level 3 4 or 5 where they've endured all that and is pointless to do against them so they put them in the deepest depths of the prison never to make human contact again
