I feel like Billy is in an interesting spot. I don't think it's a coincidence that despite being one of the hardest character to play mechanically, he's a starter unit. He's a starter unit that forces the players to fully learn and maximize the game's systems and mechanics to make full use of him. If Anby is a basic stunner that could slot into most teams with her easy moveset, Billy is a hard character to play that forces players to "get good" in order to make use of him. Most players move on or pull to characters who are on paper, better from the get go, but for those who invest in Billy and use him to fully learn how the game works down to the nitty gritty, I feel like the reward is really huge.

It's funny, I have enough pity saved up to guarantee Jane in my next 10 pull, but instead I'm going to wait for Caesar King just to make my Billy team even stronger! >:3

Billy and Corin can get similar clear speed as Jane in current shiyu defense, they are just more expensive to build because skill levels and disc quality matter a lot to them. In fact the fastest i’ve seen from billy is like a 30 seconds clear. If the gap between a S tier and a C tier are that small, people shouldn’t worry about tier list because you’d most likely still be able to clear as long as you put the investment in your favorites. Obviously the S ranks are better, but they all gonna get powercrept someday so eh.

Completely agreed. In early game tier lists, high tier just mean "I can attest to the fact that these characters will make the current content in this game a breeze." Early tier lists shouldn't be taken as objective measures of which characters are better or worse, or really anything else. We'll figure that stuff out down the line as we learn how the game works and get more characters. I personally think Ben's slept on, and that he has a bit of the same potential to grow as Noelle did in Genshin, but it's too early to say for sure. He caught strays every time someone wanted to lift up Seth, but they don't fill the same role in a team.

In beginning I don't see what good in Billy, but when i max out him billy started being my favourite DPS, i know for damage and stat really hard to build, but i like billy gameplay so i have no regrets max out him, starlight transformation....

Tier lists are usually just opinions put on a chart. A scientifically accurate tier list would be transparent on what metrics it uses and apply this equally to every character ("from my experience this character is good and that one bad" is not objectively valid). This would require alot of work in gathering data manually and would be best done as a community effort aside from just getting data from hoyo themselves. And even then the accuracy and quality of the tier list would depend entirely on the metrics used, but 99% of tier lists fail at the first part already.

The best possible tier list would probably contain thousands of hours of gathered data by thousands of people in the community (and this could be done each patch in theory). And even then, you'd just get an average and how good a character feels to each individual would depend on how each individual player skill and gameplay preference, so what feels good to the one viewing the list might still be entirely different to what the most objective tier list says, making them disagree with the list even if it was 99.9% objectively accurate.
Granted, that's not the point of an objective tier list (player skill and preferences substracted) just saying that an objective tier list, no matter how accurate, will never entirely represent what's objectively the best for each individual.

I don't buy the "too early" argument though, as most tier lists do not claim that results don't change with each patch and objectively speaking there are best and worst options at release and in the early cycle, even if they might not stay that way for long.

The biggest issue with tier lists as you said are mostly theoretical mostly because it's really difficult to get multiples of a specific S rank character. For the average player like myself, we've got multiples of the A ranks and those passives that are unlocked are fairly significant but will get overlooked because the tier list said no. S rank is great and will always outshine A ranks but without those duplicate passives, M6 A ranks can out distance an S Rank

Take Ben for instance. He scales off def but those duplicate passives increase his damage by 600% of def (900% if you got his wengine) and when you boost with disc's, he becomes too bigger to die while doing decent damage. Pair him with Seth because funny meme build for even more not dying.

Billy is great because of his consistency. He should always be doing damage no matter what you do but his duplicate passives give him even more survivability, allowing him to keep doing damage. If Hoyo buffs his damage, he would be unstoppable.

Nicole is S tier not because of the 40% debuff but the fact her energy regen is stupidly high thanks to her passives so you can keep applying that sweet gravity bomb all the time

I feel like this is especially true due to core passives playing a pretty big role in how much damage you could do.

The big problem with tier lists are they are too simple. Most are rating the characters on one thing alone when there is ton of variables. Overall power, ease of use, synergy with other characters, synergy in entire teams, role, mobility, investment level, and much more. Almost every list just generalizes to make it easy to just glance how good any given character is but that doesn't tell the full story and it hurts players who want to invest wisely with limited resources. I feel a lot of the character guides out there suffer as well. There's too much generic info that's repeated by all the CC who don't do a lot of testing.

I agree its too early for tier list lets wait til like update 5.0 at least i just tell people to enjoy story and level up the character you have for now also W engines & disc are sometimes important than characters (for now)

Tier list sorted objectively via max char potential is not always more reliable than ones sorted subjectively.

You people forget that characters are not piloted by AI, its YOU, a human, creature that performs on rhythm patterns, and each of us has different pattern.
