Here you are saying designing skills are not important like by a tailwind theme and all so what about css and tailwind css ?
we should / should not focus on ccs ?
If yes then why not build a portfolio ourselves that looks dope too ( because if someone is good in css he/she can make great portfolio by themself )

IMO If you're good enough at css and design to get hired (as a frontend / fullstack dev), you shouldn't have to spend money on a theme. It might be ok as a starting point (for which the free ones are fine), but you should be able to heavily modify it to make it "yours". If I were a hiring manager, I'd not be impressed by the design of portfolios that just use a theme and don't even give it a slight personal note.
