From my experience working with teachers of young students in the United States- An important but neglected consideration is what happens to the math(s) curriculum when multiplication skill becomes the measure of math(s) competence for 8 and 9 year olds. Multiplication- particularly when the focus is on rote memorization- becomes the overriding focus of the math(s) curriculum- pushing out other worthwhile mathematics- and pushes away from the fundamental math(s) activity- problem solving. I have worked with teachers of young children who unfortunately find comfort in giving great amounts of their mathematics instruction to rote understanding - a convenience that allows some teachers the comfort of not having to wrestle with, teach, and engage students in rich complicated mathematics. Underneath it all is a misalignment between what mathematicians and teachers believe the mathematics to be and a general public understanding of what mathematics is. Ironically- the public understanding of mathematics was constructed in school by teachers in the past. This overemphasis on the rote, the pushing aside of problem-solving and rich mathematics engagement will only be continued through mandates like this test.

I don't really agree with government tests as children get put under pressure. However, knowing multiplication tables are a key component of numeracy. Knowing them helps in future studies on algebra, factors and indeed most things in key stages 3 to 5. I don't agree with rote learning though. Insisting on full marks on rote recalling is ridiculous. The only thing it'll achieve is breeding a whole new generation that hate maths.
