Can Civil and criminal case run simultaneously-FIR registration despite of civil litigation–judgment

Usually, if civil matter is already pending, the police usually refuse to register FIR, on the ground that civil matter is pending. Even, some time, the Justice of Peace/ Additional Sessions may not direct for registration of criminal case, if in the comments submitted by police, disclose that civil case is pending between the parties. The question is that Can Civil and Criminal cases run simultaneously?
