You can also go into chat and type “/give @s Command_block” make sure cheats are on and command blocks are enabled in world settings first. Also I think I found the answer to some people's problem; You have to make sure you are an operator, ask the owner of the world to go to the menu with the options Resume Game Settings Feedback and Save & Quit. they should be able to see your name on the right side: tell them to click on the picture next to your name and then click the button that says Visitor, member, or custom; tell them to click operator. If the owner already has cheats enabled tell them to to type "/op *" *your username

If it still says you need to change modes then I cannot help you anymore, but I hope this works.
