what if i want to reedit the policy, is it mandatory to edit in all accounts or only where IAM identity centre is held, if we have to edit in all accounts what should be the flow, main then member or member then main account

I have query,
Assign access to user (timestamp: 5:22 to 6:10), I would like guidance on automating the assignment of access to a user. If you could provide an example AWS CLI command for this, it would be greatly appreciated.
