Plo Koon didn't actually defeat Master Yoda in a duel

And he had given a demonstration. Three members of the council—Plo Koon, Saesee Tiin, and Depa Billaba, excellent fighters all—had come forward and attacked him. Master Yoda had not been armed, and had not seemed to move more than a meter or so, his tread slow and measured. Nevertheless, none of the three had been able to lay a finger on him. The lesson had struck powerfully home: Knowledge of the Force was infinitely better than technique.

It is established that Yoda was the most skilled lightsaber duelist and the most powerful force user of his time, rivaled only by Sidious. Yoda even bested Sidious in their lightsaber duel, effectively disarming the Sith Lord.

The idea that Plo Koon defeated master Yoda is from a quote from Anakin in Star Wars: The Clone Wars - Lightsaber Duels. The game was directed, produced, and designed by people who never took part in the actual George Lucas universe. This quote whilst being biased, has no canonicity. In the end, Plo Koon was killed off whilst Yoda survived Order 66. That answers the question of who is more skillful and powerful. 😊
