Here is an exciting fact about the LHC that raises my eyebrows: When the ATLAS experiment is running it generates magnetic fields several orders of magnitude stronger than the Earth's natural magnetic field. On the order of 13.5 Tesla.

That's significant. I just don't know how.

I imagine the cost to build the facility and it's associated running costs would be frightening but who is actually funding this and who has the final say on the direction and the ultimate goals so who is policing the scientist

I don't think they know what they're doing. They have guesses and theories, but in the end they're just saying, Fire it up, let's see what happens. Hopefully it doesn't destroy us all in the process.
