The thing with angelo is that he is usually played in knockout and you usually don't hit 12 fully charged shots in a knockout game so you don't even really get it in his best mode.

Also, from someone who's played against the new Frank quite a bit now, he's much better and has to be taken seriously as a threat, but with good positioning a low health Frank is about as threatening as any other brawler at low health
