Those are Italian Bersaglieri and not a normal "line" regiment. They have worn the grouse feathers since the 1870s (though today they are mostly synthetic). Traditionally, the Bersaglieri have served as light infantry skirmishers and sharpshooters fighting in open order and moving quickly, which is represented today by the fact that on parade, they "march" at a run, in formation, they also served as elite assault troops. Today, they serve as a more high-speed mechanised infantry, still prioritizing mobility and the assault. But apparently, they wore the feathers on combat ops through both world wars and into the GWOT.

I may not be Italian but I'm pretty sure the black feather helmet was a unit specific thing, not the entire military/branch (Army Marksmen from what I can find, neat stuff.)

Well Pictures of Italians you had found are Bersaglieri unit which has the tradition of having feathers on their helmet. The rest of the forces dont use that😂

Those are bersaglieri wich have been a branch of the italian army since their creation in the 1830's they were initially created as a light infantry and sharpshooter force and now operate mainly as mechanised infantry working very closly with the armored and cavalry.
The pennacchio initially composed of 100 feathers from the gallo cedrone wich are now made of synthetic materials have been the been part of the uniform of the bersagliere since it's creation.
The bersaglieri are not the only unit in the italian army that wears feathers as a symbol of their unit they are a part of, the italian alpini (Mountain troops) also wear a feather on their caps and helmets since their creation in 1872 (wich makes them the oldest still Active Mountain troops in the world) their feather Just like the bersaglieri Is now also made of synthetic materials.

Have a look and respond to the uniforms of the Singapore Military, Digital camo for all branches (including the newest one for Cyber warfare). The Opposing Force unit still uses the Singaporean version of woodland camo too.
