Tartar buildup on teeth is caused by plaque that has mineralised on the tooth (when plaque stays on teeth for too long without being removed). This happens without abrasive materials to scrape it off. Plaque is mineralised from the ions in the saliva - the same stuff that keeps tooth enamel mineralised!
Cats are obligate carnivores - their diet should be 100% meat. Kibble has a lot of carbohydrates which causes this plaque buildup. Carbohydrates are a main source of nutrients for bacteria in the mouth, so the more sugars stay in the mouth, the more bacteria will multiply and stay on the teeth. Bacteria in the mouth is also what causes bad breath.

I am not saying that kibble is terrible for your kitties (as does to through a lengthy process that includes veterinary professional review), in fact wet food can be equally as bad for their teeth as its too soft to scrape away plaque. But the best diet for your domestic cat is meat, and something to keep their mouth clean! If you have a cat from a kitten, its great to get them used to their mouth being opened for cleaning, using something as simple as a wet Q-tip over their teeth. This way your cat won’t make a fuss over a teeth cleaning. You can still desensitise adult cats to teeth cleaning by positive reinforcement, it just takes more time and patience :)

Outdoor/feral have great teeth because they strictly eat meat (the prey they catch) and will chew on things from that carcass, i.e the bones, that helps them scrape away the gunk.
