If anyone still has the same error after this, it's because the server is still using default JAVA installation. You can verify this by running "java -version" in command line. On my computer I deleted everything in my system PATH containing java and added a new entry with JDK java source (for example C:\Program Files\Java\jdk-17.0.1\bin). Now it works.
