Sam and cogman have similarities but, they aren't related or Sam war reincarnated. Because, in the end of the movie cogman says "this is the hardest part of my job, seeing my master's die." So it may be that cogman have been serving then for years or centuries even.

Better theory, every time a Witwican dies, their soul merges with cogman. It makes sense as to how he served many of them, and explains how Sam is involved.

This could actually be explained by saying the Primes, (Specifically Vector Prime since he has the power to control Time and Space) took Sam’s soul at the time of his death, sent back in Space and Time where he created a replacement body for Sam. Sam being the ever lovable hero he is decides to look over his family lineage through put all time and to do this he chose to go by Cogman for his new identity so know one would be none the wiser of his true identity. It looks like even after thousands of years and being brought back to life twice Sam still has that significance fire to him as always. We miss ya old friend 😎👍
