I have been given an eZee sprint with a battery that shows more than 37V which loses power in use but will not charge. Battery replacement seem prohibitively expensive. Any thoughts?

I love my Ezee sprint but when the motor is off the pedals make the bike so sluggish it becomes impossible to ride it when you stop peddling it rolls what causes this
