Bro. I dnk why I've never heard this term but I hadn't. I'm 37!!!! I looked it up and there's 30 minute long videos that just ramble on and on and ON. A minute 34 and you cleared it up. I'm embarrassed and thankful that you got to the point and got to it. Thank you

How are you going to have a video explaining this term without even mentioning the actual Riot Act that was actually read to crowds of people in Britain for 300 years to try to get them to disperse? Reading the riot act is more of an ultimatum than a punishment
