In about 1988 (?), I was given an early mobile phone by work (Erikkson?), to receive calls as i was needed to 'contactable' at any time.
Phones were a very rare sight then
I was in Manchester, and can remember the actual square metre & place, where i answered a call as i was walking - and a stranger (who couldn't control his feelings) said out loud, *_"Look at that Tw*t, showing off on a phone"_* as he passed me - It bothered me then and i felt awfully embarrassed, and i occasionally am reminded of that fleeting 'moment-in-time'
This morning i passed a queue of school children waiting to get the Bus, and EVERY ONE of the 20+ of them, was looking down at their phones - with their vapid faces illuminated in the darkness
ITS A CRAZY TIME in social history, and i feel it hasn't peaked yet

No seat belt, headphones in both ears and on the phone. I think it's time more signage was put up about use of mobile phones and devices.

I agree that they are often identified as using a mobile device when genuinely stopped, but how many then continue using it as the queue crawls forward, or starts to move off . . . . . They all do it - these people are OBSESSED by phones & constant screen checking

The not wearing seatbelt is so low down the list. Headphones means you’re not aware of any extraneous noise, sirens, shouting whatever. And phone use is just off the scale in DONT give a fk about anyone else.

Too many people think phone use is only illegal if they're actually moving.

I'd like to know how much you need to upload to get it reviewed. My local force insists on receiving the full unedited journey footage. They also only accept sd card, usb or cd, yes a 650mb cd for a whole journey of 4k footage.

The headphones aren't illegal, but there's definitely a case of "see no evil, hear no evil" about his driving.
