basic rule for a smart player - look at the items of most recent vendor, if you can equip what it sells, you should be fine
health is never too much, 5000 is 'safe' minimum for legendary, but only if you know the game well. I strongly recommend spend at least half of attribute points that come from quest rewards [not from level up] for hp increase, other half if needed, for energy, otherwise dex...
