We used to use a 30 ft . PC of rebar to push through then hooked it up to a 50k chain/cable link

That is smart! I was in the Masonry Business and when I built my house I hung a log chain down the chimneys. If the creosote builds up it sticks to the chain, you just swing it around and everything breaks and falls into the fire box, very brittle. I never burn sappy wood so I have never had a problem.

Might I suggest a smaller tire. Like a trailer tire. I would be concerned that one of these times the whole culvert is going to move creating a much more annoying problem.

I would have 2 chains. Attach one on other end of tire so you have it ready for the next cleaning

I am watching Numer of these videos how they clean gutters out I just wanna know how they get the cable through the pipe to hook onto the tire. They don’t show that.

Don't use a rope. Been watching my neighbor all day trying to get the tire out after the rope broke halfway thru!
