As a construction worker, even if it was done with permitting and exact engineered specifications people would still try to correct you. They’d said “oh you should’ve used this” or “that’s not how we do it in my area” or “your local code is wrong”. I feel like nothing is hated on more than personal construction project, construction workers have so much pride that they believe nobody else could ever do it right

there's a massive hole in the pavement by my house. Reported it 5 times. Council just kept saying "okay thank you, we'll look at it" So i went to B&Q, bought a few bags of cement and filled it in. Then put some soil over it when it dried as thats what used to be on it.

Council got back to me after someone recorded me doing it and said i need to restore the pavement to how it was prior. So they want me to get a sledgehammer or pickaxe and smash a hole in the pavement.

I put 100 bags at my place by the coast 20 years ago and it's still there. Best bulkhead and erosion prevention ever.

I did this for my a damaged part of my moat in 1433. Still standing and working great.

My grandfather did this over 20 years ago down south right on the river as an erosion protectant, still there, still working.

My husband did this where we were driving the tractor through a gate. In winter it got bad. Been there 15 yrs. Still working great.

Have used this method for several small jobs, works very well, lasts for years and easy to dismantle if required.

I used to live on a narrowboat on the grand union canal and whole lengths of the canal banks are built with this exact method not paper bags but sacks and you can still see threads of antique jute sacking deep in the joints, its a great ways to build

i did something similar years ago. i built a much smaller wall, and i poked holes in the bag with a screwdriver. {roughly 10 holes only on top side} i hosed the bags down once they were placed and it worked great. 8 years have passed and the bags have disintegrated but the wall is fine.

Me and another guy built a wall like this except we also drove individual rebar stakes from one bag into another below it to lock them together. Has held up the hill for over 20 years now no issues.

It's called rip wrap, and it's been used as a construction technique since vendors started selling concrete in bags.

Pro tip, pound some rebar in while still soft to tie it all together. Also, do every third layer length wise to key in the wall.

It’s more about impacting a stream than what he’s actually doing. If you are impacting within the 25-100’ setback of the stream the EPA is worried about what will happen to the MS4 downstream. You can avoid this by filling out a permit to impact, which normally requires a stream delineation survey to show the boundaries of the stream and show what you’re impacting. The EPA just wants you to prove you are not damaging the natural systems. If you make a basic blueprint exhibit and show the drainage implications of your project and show the retaining wall is actually making a healthy impact you will likely be approved to continue your project. (I am a Civil Engineer, this is the best advice I can give.)
