For those of you not from Chicago, Park Ridge is a suburb. The CPD sergeant had absolutely no jurisdictional power to do that. He was just a random citizen assaulting another random citizen.

Shouldnt be a cop. As a cop you should do everything in your power to be loved in the community. This was a perfect chance for a life lesson. He could of take this opportunity to set this kid and all his friends that were there on a better path. Instead he did this...
