I love this scene. It encompasses politics perfectly. The secrets, hidden agendas, selfish motives, mutual contempt, arrogance, and hubris. Above all, though, is the metaphor provided at the end by the German Shepherd and the steak. Underwood’s spontaneous plan is risky - it may or may not work. But if it does, it’ll have a big pay off. Who wouldn’t want to be able to deliver that line: “Dogs are so predictable…”
